Catherine Leggett is responsible for developing and implementing the Human Capital Strategy and aligning it with ICMA-RC’s overall business objectives. She is also responsible for the delivery of human resources services to ICMA-RC’s employees. This includes developing and implementing policies and programs in such areas as human resources planning, recruitment and retention, employee compensation and benefits, corporate training and development, employee relations, performance management, and legal compliance.
Before joining ICMA-RC, Ms. Leggett was Senior Vice President, Human Resources at Vertis, Inc. in Baltimore, MD, PG&E Generating Company, Freddie Mac, and Hechinger Company where she managed all traditional aspects of human resources activities including organizational effectiveness, recruiting and staffing, employee relations, training and development, labor relations, and compensation and benefits.
Ms. Leggett received a J.D. and a B.A in sociology and psychology from Howard University in Washington, DC. She is a member of the Society for Human Resources Management and the Senior Human Resources Executive Forum. Her professional recognition includes the Human Resources Professional Excellence Award from the Washington Business Journal; and the Human Resources Achievement Award from the Black Human Resources Network.
